I am not sure what the bottom of the legs are supposed to look like on these pants but these seem like maybe they were cut straight across- they measure 32-32.5 inches on the inseam. They can be worn as is or hemmed. They are very thick and heavy pants- they do have wear from use and age.
*update- after researching these pants more it looks like the bottoms of the legs do just look this way and there were no modifications made.
